Transportation operators criticized for refusing to lower fares

Basuki "Ahok" Tjahaja Purnama has criticized public transportation
operators for refusing to lower their fares following the government’s decision
to lower subsidized fuel prices from Friday.
"If fuel prices increase, they want to increase fares. When the
gasoline price decreases, they don't want to decrease the fares," Ahok
said in Jakarta on Friday.
He referred to a
statement made by the Organization of Land Transportation Owners’ (Organda)
Jakarta chapter, which has refused to lower public transportation fares.
The government has
cut fuel prices by Rp 500 (4 US cents) per liter, making the price of Premium
drop from Rp 6,950 to Rp 6,450 per liter and subsidized diesel decrease from Rp
5,650 to Rp 5,150.
Such a refusal, Ahok
added, would drive forward a plan to integrate all modes of public
transportation into city-owned PT Transportasi Jakarta (Transjakarta).
So far, the city
administration has integrated Kopaja public buses into Transjakarta. After the
integration, the payment system became distance-based. Under such a system,
drivers do not need to drive faster in an attempt to earn more. (bbn)

An analyst has said
Indonesia should give more attention to the Trans-Pacific Partnership (TPP), a
US-led free trade agreement between 12 countries in the Asia-Pacific region
that was signed last October and has entered the ratification process in
legislative bodies of its member countries.
“TPP has been agreed
and is being ratified by its member countries,” HSBC senior trade economist
Douglas Lippoldt told thejakartapost.com in Jakarta on Friday.
He pointed to ongoing
negotiations on the Regional Comprehensive Economic Partnership (RCEP). Touted
as the largest free-trade area in the world, RCEP, which comprises the 10 ASEAN
member countries as well as Australia, China, India, Japan, South Korea and New
Zealand, would integrate all of ASEAN’s existing free-trade agreements into one
scheme.
In the RCEP, Lippoldt
said, Indonesia might have a stronger bargaining position; however, the
partnership had not yet been finalized. Discussed since 2011, RCEP talks would
enter their 12th round, scheduled to be held in Perth, Australia, in April.
"We know the
RCEP aims to remove tariffs and integrate service sectors, but we don't know
exactly where all of this will head. We can see that in the TPP, 80 percent of
subjects of duty will be liberalized,” Lippoldt said.
Both RCEP and TPP
have member countries that together represent more than 25 percent of global
trade. In terms of gross domestic product (GDP), the TPP’s 12 member countries
generate US$27 trillion, while the 16 members of RCEP have a combined GDP of
$22 trillion.
"RCEP is
important in globalization. Indonesia wants to improve trade access to
countries across Asia. Indonesian producers want to find input from areas
across Asia. However, they may not be able to go further than what TPP can
[provide]," Lippoldt said.
There has been
growing concern of tighter trade competition between Indonesia and other
Southeast Asian countries, especially Thailand, the Philippines and Vietnam,
since economic conditions and the export structure of those three countries are
quite similar to Indonesia’s.
"If, once TPP takes effect, Indonesian exports will face
competition from TPP member countries [...], the economic benefits expected to
come will be substantially larger," Lippoldt said

BI sees Consumer Prices Falling in
February
Bank Indonesia (BI)
expects the consumer price index (CPI) to fall by around 0.13 percent in the
course of February due to decreasing food prices. Meanwhile, year-on-year
inflation is predicted to sit at 4.38 percent.
BI executive director
Juda Agung said that according to the latest survey conducted by the central
bank, the expected monthly deflation in February was driven by lower prices of
staple commodities.
"Several goods
that recorded steeply rising prices in January have [become cheaper] in
February. The decline in electricity prices has also taken effect. If rice stocks are under control, March
inflation will hopefully be benign as well," he said in Jakarta on Friday.
Juda explained that
February usually saw relatively low inflation due to seasonal factors. Assuming
that there were no policies affecting public goods such, as fuel price changes,
the first quarter of the year would typically score relatively low inflation.
Despite the late
rice-planting season from March to April, he assumed that inflation could be
maintained at moderate levels, as long as rice stocks were under control.
"So, we must be concerned about the stock issue," Juda said.
He further explained
that the central bank projected full-year inflation to fall to 4 percent in
2016, driven by the plunge in oil prices to US$37 per barrel. The fuel price
adjustment would help keep inflation at a low level.

Ministry will insist on labeling Uber and GrabCar illegal until such times as

covered by insurance. Also, the vehicles must pass the regular scrutiny, he
emphasized.
"Second, if they want to offer a taxi service, they
need to use a fare machine. The tariff is subject to the regional government,"
Sugihardjo said.
Another option, he
continued, is that both companies maintain their ride-hailing business, but
work with official car operators to provide the rides. "There are some
small taxi operators. Grab can join them, the B2B [business to business)
